We'll land in Munich but be in Innsbruck by the end of the first day.
Is one of the two countries a better choice if I need voice and data for Germany, Austria and Italy - one week, moderate data.

I don't think it goes by country, but by individual carrier, to determine which is the best deal.
If you want to spend a bit of time doing research, the Prepaid GSM website has listings of the carriers for each country. Here's Austria: http://www.prepaidgsm.net/en/austria.php and Germany: http://www.prepaidgsm.net/en/germany.html
In addition, I don't see Lebara listed, but they do operate in Germany (not Austria) and often have good deals. Here's their Germany page: http://www.lebara.de/?isoCode=en_GB

The challenge as I understand it is that I won't have a German residential address, which is required to register a German SIM?
I hear some people use hotel addresses, but my first hotel night will be in Austria.
