Think it is a real good tip for travelers - especially September is a busy travel month in Germany. Therefore the cheaper tickets for trains sell out more quickly.
Now that I've got all my tickets they offer this. Actually I'm pretty pleased with our rates, so I think it would have been close to a wash, and having a pass might have encouraged too much travel on our end anyway.
We are traveling to Germany Sept 28 thru Oct 5. How would that work with a Flexi pass if the first day we use it is September 28th and then finish out the pass a few days in October? Not sure from the verbiage on the site:
"Summer Special, travel period from 1st August to 30th September 2019 valid for 7 days in 1 month "

What that means is that between yesterday and the last day of September you can use this pass for as much as 7 days that you choose, and that those 7 days must be within a month, and that you cannot use the pass before yesterday and you cannot use the pass after the 30th of September.
No travel is permitted using the pass in the months up to yesterday, and no travel is permitted once October or later months arrive. Even if you still have days left.
So if you get the pass on 15 September your 7 days will be limited to any 7 days in the remaining 15 days in September. On the 1st of October they become so much waste paper.
If you want to travel in the first 5 days of October you need a pass (if indeed you need one at all) valid then, so a normal Flexi pass without the Summer Special offer.
If it seems to be allowed to share promotions for travelers I like to add the Deutsche Bahn Sommer-Ticket promotion - one for travelers aged 65+, the other for travelers under the age of 27:

Is there typically a Fall promotion as well? We will be traveling in October/November time frame and looking at the 10 day flex pass, wondering if we should hold off a bit before purchasing the passes, to wait for the possible Fall promotion.
There may be. Here is a reference to a promotion for travel during October through January last fall. Normally, not all pass varieties are included - just the ones DB wishes to promote. Waiting is a good idea. Even if there isn't a promo, the standard fare will still be available later. (You can even buy standard-fare rail passes in Germany after you arrive, if you wish.)
Rail passes aren't necessarily good for every itinerary. You may want to run the particulars of your trip past forum folks familiar with rail travel.
