If buying a German Rail Pass, can it be used for a return trip from Brussels to Germany? Everything online makes clear that it can be used from Germany (namely, Cologne) TO Brussels, but unclear if can be used on the way back. Specifically, can it be used on ICE train from Brussels to Frankfurt?

The journey to Brussels can start elsewhere besides Cologne. One could board the Brussels-bound 10:25 ICE 16 in Frankfurt, for example. The only requirement is that you ride one of the ICE international trains operated by DB for travel from Germany. See DB doc below:
I have used the GR pass to travel to Venice and back and to Brussels and back in the past. The authorization is for the route, not for the direction you travel. The German Rail pass does not force those going to Brussels into exile... they will let you come back, but if staying overnight or longer, you will of course use up an additional travel day if its a flexi-pass.
