I will be flying into Frankfurt from New Orleans and am scheduled to arrive at 4:30 pm. I would like to catch a flight to Berlin at 6:45. Is this possible or is the time frame too tight?

Are you connecting through on a single ticket? If so, should be fine.

Then it is tight as you will have to retrieve your luggage, then check in for the next flight. If your flight into Frankfurt gets delayed, you'll be stuck having to buy a ticket at "walk-up" rates.
There are also direct trains from Frankfurt Hbf at 13 past the hour and take a little more than 4 hours, except the one at 6:13 pm which is a Sprinter that does it in less than 4 hours.
