Passport Control and Customs have never taken me long at all. 2 hours should be more than enough IF YOUR PLANE IS ON TIME !!! When I tried a similar trip, my plane was delayed and my train long gone. Several other flights of mine also arrived late. HOWEVER, the advanced purchase fare may be so low that it worth the gamble. In my case the lost fare was only 29 Euro while the savings would have been 70E.
If the advance fare is cheap enough that you'll not be upset by losing it, then buy it in advance. It is not unusual for flights to Europe to be late, so just build in enough time to compensate if it is. Better to be a little bored waiting for a later train than stressed out by too close a connection.
Or you can take regional trains and leave as soon as you clear immigration and get to the close-in Regionalbhf. It will cost a little more than a train specific Saver Fare ticket, but without the risk. You can buy the ticket after you arrive.
I did not see that many Saving Fares shown for FRA to Strasbourg, but I did find a lot from FRA to Kehl, which is across the river from Strasbourg on the SWE line from Offenburg to Strasboug. The fare from Kehl to Strasbourg is around 4 euro/adult.
I prefer the train, but another alternative is Lufthansa's express bus service to Strasbourg.
We did that last December by way of Heidelberg. Lee is right about getting to Kehl then a cheap fare to Strasbourg. We literally breezed through customs upon our arrival from DTW.
