Actually machines are standing outside where the buses stop. See first link to pdf where the bus stops at TXL (yellow "2" on map for bus TXL). Very often BVG (provider) has also stuff standing there to help.

There used to be 2-3 transportation desks with real live people (and long, long lines) near the bus exit at Tegel. I think I bought a 7-day BVG pass there on my first flight into Tegel a few years back. Are those still there?

For the reason you mentioned i did not mention the desk. The ticket machines have shorter lines. Good people there but as TXL in total working way beyond planned capacity. Do not spend attention to the low rating based on few of 11 disappointed travelers - imagine how much people are served there daily.

Just to complete the options: You can use the BVG mobile app: https://www.bvg.de/en/Travel-information/Mobile to buy tickets. Advantage is that they are automatically validated. Means while waiting for luggage you login to free airport wifi and buy a ticket mobile.

Yes, on one mobile you can buy tickets for people traveling with you. Of course you have to stay s group during that (ticket) journey.
