Entry requirements in Germany

I am planning a trip to Germany, beginning next week. Do I understand correctly that if I am fully vaccinated I do not need a COVID test to enter Germany? Also what documentation is accepted to prove vaccination? The piece of paper on which the vaccinations are recorded or something more "official"? I also have a document (and screenshot) from the Virginia department of health showing my vaccination dates which I assume is preferable.

For returning to the US, I understand that I also need a negative COVID test 3 days prior to departure - is that right?

You do not need a test, just your vaccination record, for which the CDC card should be sufficient. I do also carry my state record of vaccination as you mentioned, though I have not needed it, just as back-up.

You can review entry requirements here: https://www.iatatravelcentre.com/world.php It does appear, since the US is an area considered high risk, there is a form you need to complete before travel.

Also pay attention to notices from your airline, they are typically tasked with verifying this documentation, so may have their own take on requirements.

I just made travel arrangements to the USA from Germany and return in early December. Travel agency recommended an antigen (rapid) test for the USA within 48 hours (or PCR), and recommended one for return to Germany as some carriers have turned away people without a test even for the vaccinated. I understand that within 3 days is the current US requirement, and a test for return is currently not in German entrance requirements from the USA for vaccinated passengers other than registration. Just passing on what I have been told and don't mean to confuse. Probably should check with your airline.

I'm attempting to use verifly app for American Airlines for submitting required documents to enter Germany. And it says i need a covid test. I thought a covid test was not required for vaccinated travelers?

Erich: The Verifly app has many problems - i would skip it because the American Airlines agents don't even seem to know how to use it. Yes, you need a negative COVID test to come back to the US, but you can get these easily all over Germany, often for free.

I was able to enter Germany a few weeks ago using my EU vaccination certificate. I am pretty sure you can use the two documents you have along with your passport.

You will have more problems inside Germany because under the '2G' rules you need a digital vaccination certificate to get into restaurants, buildings, jmevents, etc. Unfortunately I haven't figured out how you can get one of these if you were vaccinated outside of the EU. The embassy is no help - hopefully they offer something soon.

The official site of the German Ministry of Health says:

Persons are considered fully vaccinated if they [...]have proof of vaccination on paper or in electronic form and received the last required single vaccination more than 14 days ago.

My CDC card was enough last month, for Lufthansa, entry at Frankfurt, both hotels, all restaurants (except a few that didn't check), and all museums. Lufthansa sent me a link to a German government entry form that I filled out online, including a scan of the CDC card.

There's an app, I think called Luna(?) that many Germans seemed to be using for restaurants etc. But I couldn't get it here and didn't bother to try over there.

Keep in mind that rules may be changing as the virus is resurging in Europe. I was lucky enough to travel before that started.
