My husband and I will buy German Rail Passes for travelling by train in September. We want to go to Dresden from Berlin. Is the German Rail Pass valid on the Eurocity train from Berlin to Dresden?

Yes, it is. There are very few trains in Germany that don't accept the German Rail Pass; one you might run into is service around Gorlitz, but that's not on your direct route.
