We will be traveling in southern Germany and/or Austria during Easter weekend 2019. We are wondering what we might expect
regarding B & B's & restaurants being open on Easter Sunday. Might it be better for us to be in a larger city such as Salzburg
during Easter weekend rather than a smaller town such as Hallstatt or Oberammergau?

Easter sunday is not a problem at all. Restaurants will be open and busy. It's a different thing with Good Friday (in Bavaria, not in Austria, where it is not a public holiday).
It’s a Catholic area, so Good Friday is the day to worry about, not Easter Sunday.
Easter Monday is a holiday too, with stores being closed and public transportation on a Sun. schedule.
