I thought that animal welfare is somehow intercultural consent but it seems it is not by all visitors. Therefore this post:
A tourist locked her dog in a locker before her visit to Neuschwanstein Castle in Bavaria. Witnesses observed the woman lock the animal in the box intended for valuables and leave to visit the castle, as the police in Kempten reported on Sunday. The security service finally freed the uninjured dog. Police officers took him to the police station. Criminal proceedings were initiated against the dog owner for an offense under the Animal Welfare Act. (source: article)
btw: Also never lock children or animals into a closed car which can heat up by sun or air temperatures. The police is allowed then to open the car - including violence if the situation is serious. The initial behavior can also end in a crime proceeding.
