My husband and I are planning to go outside the airport for 3 hours during a 7 hour layover in Munich (LAX-MUN-CDG) We are fully vaccinated. I tried to register online on the Digital Registration on Entry website but it is asking for an address in Germany where we're supposed to be "staying for 10 days". Since it's just a layover, I don't have an address that's why I cannot complete the registration or even upload our COVID Vaccination cards. Do we need to register if we are just going to be there for less than 24 hours? Are we going to be quarantined if we don't register ahead of time?
My understanding is no, since your stay isn't over 24 hours. Just carry your CDC cards at all times.

We arrived in Munich two days ago. Our test, German registration, and test results were checked with Icelandair out of Denver. We went through passport control in Reykjavík and transferred there. When we arrived in Germany no one checked anything. No lines, no immigration, nothing.
The Germans are masking in all indoor museums etc. They check our CDC cards everywhere. Our hotel accepted our negative tests from the USA. No problems. They are checking the type of vaccine-Pfizer, Moderna etc.
We have had wonderful weather. Tourist crowds are definitely down. Museums fairly empty. Just delightful.
Your airline apparently decides whether you can travel. No one here has asked for the German registration form.
Just returned from Germany 3 days ago. United checked the Digital Registration form during our Check-In at Newark before leaving the US. We were in Germany for 8 days, I only had the last night of hotel booked so I used that address for the Registration form when I filled it out. German border/passport control did not want to see the form when we landed.
Your airline is the gatekeeper on this issue- if they require the form for check-in, you should have it ready. Maybe just put the MUC Airport address as your address on the locator form since that's the only actual address you know for now.
According to the following document you don't since you will be in Germany for less than 24 hours.....however, as stated, it's up to the airline.
The airline will see you have a seven hour layover..........

Can anyone advise if you need a negative COVID test in addition to being vaccinated? I'm completing the registration form, and it looks like it's an OR, not an AND. But any real word experience would be appreciated. Thank you!
the requirement today (9/15) is that you can enter with proof of vaccination and can end quarantine (effectively not even start quarantine) immediately upon uploading your vaccine proof- they even recommend that you do this so that quarantine can be avoided completely-
Vaccinated and recovered persons
can end the quarantine from the time when the proof of vaccination or recovery is
transmitted via the entry portal. If the transmission takes place before entry (strongly
recommended), no quarantine is needed
