Deutschland Ticket approved thru at least 2029

Looks like the Deutschland ticket at 58 euros a month will continue throughout the term of the new incoming government, which is planned through 2029. This marks the first time that the Christian Democrats are also part of the federal government with the Deutschland Ticket in existence which might be an indicator that the Deutschland ticket will be around for awhile and get more entrenched in the public transportation field. Now, if they could just add an option where you pay a bit more and could use IC express trains as well…

The price is not set until 2029 ("unter finanziellem Vorbehalt") - and it is not clear that this will be available for tourists all the time because it makes no sense (maybe against law) to use German tax-payers' money to finance non-domestic travelers.

So it will stay through 2029, but price could change? That makes more sense.
Has there been any talk about linking eligibility to permanent residency status? Interesting to know how often tourists are using it.

but it still gets all those tourist users off the roads (they use government money to subsidise tourists too) and easy transportation allows more Euro to flow into the economy.

Some pencil pusher has probably worked out the numbers

Roughly: tourism share of German GDP is approx. 3.9% from which over 80% come from domestic travelers. A lot of the non-domestic travelers come from neighbor countries which often travel by own car.

Unless foreign travelers are at some point excluded from purchasing Bayern Tickets, saver fares, etc, discounts which are already indirectly supported by German taxpayers, any ban on foreigners buying the D-Ticket would have to ignore this precedent, I think.

It would likely be used by visitors somewhat more if it was 30 days usable consecutively instead of being per calendar month.

That won't happen, because it would completely ruin the income of DB Fernverkehr (which is legally a company of it's own). And since the DT is not an offer of Deutsche Bahn, but of the independent organization Deutschlandtarif GmbH, there would be no leverage to force DB Fernverkehr to do so.

By the way, the idea expressed above that the sale of the DT could be blocked for foreigners is completely absurd. First of all, this would not be possible for EU citizens anyway, second it would be extremely difficult to implement due to the decentralized sales structure, and finally no government would want to take on the reputational damage that would be caused by denying it to other visitors. However, the binding to the calendar month will remain, because the DT is not a tourist offer, but one for commuters and frequent travelers.

By which law or regulation exactly?

Technically the implementation is easy - also on conductor level possible.

We speak about 3 billion Euro operational deficit per year from Deutschlandticket alone which is financed 50% by national and 50% by states' funding. These sums are no joke.

If we talk about 1 to 3 million non-domestic visitors who use the ticket; by double price for it which is still attractive for most travelers this would be 50 - 150 million Euro as contribution.

And as discussed: this ticket / tariff was never designed from a non-domestic traveler's perspective. Otherwise a few features would be different.

They could make it a lot less tourist friendly by only allowing subscription by IBAN and cutting off third party sales. Admittedly that would not impact EU tourists, but for everyone outside it would be a major constraint.

Big fan of the D-Ticket. I use it as much for the local S/U-Bahn and busses as I do for regional trains. I appreciate the convenience of not needing to get local tickets during my trip. If my itinerary has 10 or more days metro travel in a month, the D-Ticket is for me the best way to go. Sure, could go on multiple apps to get tickets for each city. It's just so easy to have one D-Ticket on my phone.

Even with a D-Ticket I buy ICE tickets when I will be on regionals for more than 2-3 hours or have to do multiple connections, especially on or through smaller regional lines and stations.

I think I would still use the D-Ticket if the price doubled or had a non-EU resident upcharge. For an upcoming trip I need to research more about the Unlimited Rail Passes as I have at least 6 ICE segments planned, occuring over two months.

If you use the DB app you can adjust the settings so it will show the cost of a trip with only the legs not chargeable to the Deutschland Ticket calculated in the cost. This is very handy.

Also it will point out legs that are not covered by the ticket, especially handy near border regions.

I have used the Deutschland Ticket twice now, the cost was a no brainer, really, it paid for itself in a day or two. But as another poster mentioned, just the convenience alone would be worth it, for both train and the various regional and urban transport. No worrying about what ticket to buy, where to get a ticket, just hop on and go. This is especially handy since I doubt Germany will ever move to a "tap-to-pay" system like so many other countries.
