"You can cancel (exchange or refund) your ticket before the first day of validity for a fee of 10,00 EUR in exchange for a voucher. Thereafter, cancellations are excluded."

"You can use all trains and IC Bus services indicated on your ticket. You can use any local train (i.e. RE, RB, S). Passengers on train and IC Bus services with mandatory reservation must reserve a seat.
Payment by credit card (may require 3-D Secure Code), Sofort, PayPal and paydirekt possible.
In many cities your ticket is also valid for local public transport, both on the outward and return journeys. Departure and destination points must be within the tariff zone permitted by the City-Ticket. You can find the list of permitted cities by searching for "City-Ticket" on www.bahn.de."

City tickets are not in foreign countries - Germany only.

Yup, on the Sparpreis discounted ticket you pay the charge and get a voucher for future use. No refunds.

SuperSparpreis you don't even get a voucher.

If you want flexibility pay the full price. Sorry.

I see a new version of the famous line from Spiderman ("With great power comes great responsibility") - "with great savings come great restrictions."

Unfortunately, it's not just a catchy slogan - it's a truism of travel these days. More and more things (hotels, trains, etc) have discounts if you're willing to book with no exchanges or refunds, or with significant restrictions on these actions (such as a voucher rather than money back). If you need full flexibility, you need to be sure you're getting it - and you will often pay more for this.

Last September (in 2018) I cancelled a super saver ticket issued by Dbahn from Brussels to Cologne. They subtracted the 10 € cancellation fee and put the rest of the money back in my credit card account. Is it now true that

  1. Super saver tickets issued by Dbahn are now completely worthless unless used on the original train on the original date for which they were issued .

  2. If you do purchase and then cancel a refundable ticket ( Non-super saver) from Dbahn they will charge a fee (10 € ?) and issue a voucher for the remaining refund value. (I assume they don't charge your credit card another 10 € and then give you a voucher for the original purchase price.)

If 1 and 2 are true what are the terms of the voucher? What are the dates of validity for the voucher? Can it be used on any trip that Dbahn sells tickets for or just the original itinerary? If it can be used on a different itinerary that costs less than the original itenerary, what happens to the money remaining on the voucher? What are the dates of validity for the money remaining on the voucher?

I appreciate any clarifications that those of you who are experts on Dbahn ticket rules can provide. Many thanks...

I don't think you bought a "Super Saver" (Super Sparpreis in German), but "Saver" (Sparpreis) Ticket. Sparpreis Tickets can be refunded for 10 EUR. They may have switched to voucher only this year. Just a few years ago, there was only Sparpreis Tickets which could be refunded to our credit card for a 15 EUR fee, then that was increased to 17 EUR a few years later.

Deutsche Bahn tweaks their ticketing strategy every year or so, adding and subtracting features, testing the market to see what works, for the customers and for themselves. When they came out with Super Sparpreis Tickets, they dropped the refund for the slightly more expensive Sparpreis Tickets to 10 EUR and added the City Ticket to continue your journey on local transport.

Thanks Sam- My bad- of course you are correct. I went back and looked at my copy of the ticket and it was a Sparpreis ticket for 2 people. And Dbahn kept 19 € total to cancel the ticket and refunded the rest back to my credit card.
