Cologne, Lintgasse

Hoping someone can enlighten me about the significance of the numbers on the building facades on the Lintgasse in Cologne - one has 1721 at the lowest level, then 1921 and finally 1954 on the top level. Thanks for any information - it's a puzzle!

Maybe the level the river reached during floods those years ?

These are the historical house numbers from the time of the Napoleonic occupation of Cologne (1794). A comparison table with the modern numbers can be found here (scroll down to "Hausnummern-Vergleichstabelle").

They seem to go much too high to be flood levels and there is no corresponding mark suggesting a level.
I had a look at the chart (thank you) with the new numbers but they don't seem to correspond either and there are 3 numbers not 2. I wonder if they are dates when new floors were added to the building? But I question whether the old foundations would support adding 2 more floors to the building. I wish I could post the photo. Still seems a puzzle.
