Can you get to it without a car? On their website I can only find information about the parking lot.

I assume you're talking about getting there from Berlin center? You can indeed get there by using public transportation. This website shows several options.

It's within the city centre of Berlin. There are a number of frequent bus routes passing by. The nearest rail stations are Westend (S-Bahn Ring lines) or Richard Wagner Platz (U-Bahn Line 7).

Schloss Charlottenburg is accessible by bus, which is how I got there in 1984 and 1995. No need for a car.
