Can I take an overnight bag and a "purse" or bag big enough to keep my Kindle, phones, and "purse stuff" I will use daily?

40 x 30 x 10 is 15.75" x 11.81" x 3.94" or slightly smaller than 16" x 12" x 4". My personal item, my netbook, mouse, & charger, in small case along with important travel info (daily train schedule, "hotel" addresses, etc) is 8½ x 11 by about 3½ inches thick, and they have never questioned it. It fits easily beneath the seat in front of me.
