We will be in Basel. Want to drive to Dresden. Thinking it is cheaper to rent in Germany to return in Germany would be the closest German city to Basel to rent a car in? Freiburg?

I believe there are some rental locations just outside of Basel in Loerrach, Germany. Easily reached with local train. Check drop off availability.

As Sam says, a few dealers in Loerrach. Direct train from Basel. As per Sixt, drop-off fee to Dresden about 55 euros.
