According to today's WSJ, European governments are looking for ways to save energy. 1,400 lights around public spaces and landmarks in Berlin are being shut off. Potsdam has lowered water temperatures in public pools and saunas. Munich has turned off hot water in city offices and most fountains are dry at night. Half the city's traffic lights are turned off at night. Oktoberfest tents won't be heated with gas.

in newer office construction there is a better solution than turning off the hot water --- you only need a few seconds of hot water from the sinks in restrooms so they have small electric heaters right under the sink, rather than big boilers in the basement.
