Boppard v Cochem

I am planning the last three nights and wonder if I should use Boppard as a base to see Koblenz and then the Mosel or stay one night in Boppard and two nights in the Mosel area; Cochem or elsewhere.

Also does the Koblenz HBH have lockers for luggage?

I personally like Boppard over Cochem. I used Boppard as a base this summer for the Mosel Valley visits. Now that I have seen both I personally think the Rhine valley is better than the Mosel valley. Not familiar with lockers in Koblenz.

There are lockers at the Hbf station in Koblenz. (Hbf. is an abbreviation for "Hauptbahnhof" or main station - it's used throughout Germany.)

Boppard is usually a better choice for a one-base stay if you have the usual sightseeing targets on the Rhine + Burg Eltz/Cochem in mind.

If you plan to visit Trier on a day trip, I'd prefer a Cochem base to shorten the journey. So you may want to split your nights if that's the case. Trier does require most of a day.

We used Zell as our base this summer and found it central for sightseeing the Mosel from Trier to Koblenz. I'm a bit partial to the Mosel as it's a bit quieter than the Rhine. Our strategy was to hit the Rhine valley on our way to Frankfurt on the last day of our vacation.

The OP is asking about base towns for outings by train. Zell does not have a train station. That said, Zell is one of several nice towns in the area you might visit, and it can be reached by train + bus from Cochem or Boppard if you wish - or from the base town of Bullay (a minor train hub on the main Trier-Koblenz Railway where you can catch connecting trains to Traben-Trarbach.) Bullay and Zell are quite close - maybe 4 km from each other, a short bus ride or a pleasant bike ride away.
