I will be in Berlin at the end of April. Is it worth it to take a night tour that starts at 6 pm ( 18.00) when su set isn't until 8:30. I want to see city lights.
Just to manage expectations: Berlin is in a very difficult situation with its financial household, Therefore the city tries to save money at every cost item. Therefore Berlin at night is less fascinating compared to 10 or 20 years ago they reduced lighting of official buildings remarkably. Background article in German language about that topic and another article about the light status as of start 2023.
A better time to visit Berlin for this purpose is beginning of October for annual Festival of Lights.
And to answer your question from a photographer view: yes, can be worth at days with clear sky because pre-sunset light can also end in very interesting moments with city lights or shadows. Berlin has also golden and blue hour after sunset.

I'm probably about to read now 'Munich is rich, but not sexy' - that's okay, because Munich doesn't want to be sexy :-)

I attended the Festival of Lights pre-COVID on the recommendation of MarkK. It was great.
Here's an idea for April, if tickets are available. Visit the dome of the Bundestag at a time that is something like 45-60 minutes before sunset. Walk the dome with the audio guide and see Berlin by sunlight, and then hand around on the roof until after dark. I have done this a couple of times. It's cool to watch the city move from light to twilight to dark from that vantage point.
