I am thinking about renting a car in Baden Baden and driving to Fussen, and maybe keep in on to Salzburg...maybe return it in Freilassing on the way to Munich. I am from Houston area so i don't drive in winter conditions and was curious about the road conditions at this time.

The only time driving conditions are unsafe is during the actual snowstorm. The road crews typically have the routes cleared pretty quickly. For the safest bet, plan on taking A5 to A8 from Baden-Baden, rather than a scenic route through the Black Forest. Traffic is extremely heavy along this way, but at least you can count on any snow and ice to have been removed.
All main roads, freeways will be pretty clean. Just make sure the rental car comes with winter tyres. If possible prefer real winter tyres over M+S ones.
