I have never bought a SIM in Germany, but it seems rules are more strict there for buying prepaid SIM cards e.g. registration with a local address (which may not be that difficult to do...but in other countries, you can buy SIM cards at a convenience store and activate them yourself). You could try say the French Orange Holiday SIM which you can buy ahead of time and use for two weeks (and register it on their website to try to extend the time). You can roam in Germany with French SIM. They also have an eSIM option if your phone can handle eSIMs.

There's also an Alralo eSIM which some in the group have talked about but I've never used an eSIM. I still use the Dutch Vodafone SIM I bough in 2017 when I go back to Europe.

You go to a phone store and tell them what you want and buy what you need. The basics you describe you need encompass everything that a phone is for.

I bought a SIM card in a phone store in Dresden in December. It was the only store in the mall not busy. The clerk put it in the phone for us and registered it. He needed to see a passport but accepted the photo of the passport on my phone. It was not as easy as getting the French Orange card from Amazon and doing it ourselves.
