Will be in Munich first and then Frankfurt for a total of 5 days. Hotels at both locations don't provide free wifi. Also need wifi when outdoors. Is there data only SIM card for Germany? Probably need 3-4GB for the few days there.

Depending on where you go and what you need to use your phone for, the prices and options will vary. Remember that many places in Europe have Wifi and you will find Wifi hotspots. When in doubt set your smart phone to airplane mode and use it like a small wifi tablet. I often find Wifi in cafes, bars, book stores and tourist populated areas. I was there the first part of Sept. Found out my plan/providers data didn't work overthere so i was looking for SIM fast.
I just went to the nearest SIM provider which happened to be a VODAPHONE shop. I forget the initial cost of the SIM, but it came with a few MB of data.
What was nice was that i could buy vouchers in i think 10 and 25 Euro and add minutes/MB anytime i wanted.
If you have the time, then you can walk around and shop for the best price/deal, but my time is more valuable then that.
