Cologne is not at a scenic river location. Are you referring to the Middle Rhine, which is discussed here weekly? (Search box top left in blue) Easy train trip to KD boat, Bingen to Boppard.

1) You can cruise from Cologne, but much better scenery is found between Bonn and Linz. Take the train to Linz, cruise back to Bonn, train back to Cologne.
2) The most scenic cruise option is closer to Frankfurt than Cologne: Bingen or Rüdesheim > St Goar or Boppard. Staying in one of these towns makes more sense than traveling from Cologne, usually.
