In 2023 I stayed at the Mercure Stuttgart Zuffenhausen. It is in a northern suburb near the Porche Museum. I paid around $110 per night during the last week of the Volksfest. It is close to a U-Bahn stop and it was easy to get to Cannstat for the Volksfest. Like its ibis cousins, this Mercure is a clean, secure, well run and minimalist hotel.
BTW, what day of the week? You should be able to walk into a beer tent both afternoon and evening mid-week. For weekend evenings you will need to make reservations.

When I'm looking for hotels in a specific city, I pull up Google Maps for the city. Then I click on the hotels block at the top. Up pops dozens of hotel icons with room prices noted. Click on the icons and you can read all about the property--including customer reviews.
I've never been dissatisfied with a property using this method.
Another source I've used is Booking.com for a city--filtering the search from low to high in price. I look for cheaper properties with abnormally high customer ratings in their price range. Again, I've never been dissatisfied.
In certain markets, like Germany and Austria, hotels are just about all acceptable in all price ranges. They seem to all be obsessively clean there.
