which U.S. bank doesn't charge foreign transaction fee?

Hello! I will be traveling to France at the end of May and be there for a month. I'm researching which bank to use for ATM withdrawals. Is there a bank that does not charge transaction fees? I just got off the phone with Bank of America. They said they do not charge $5.00 at international partner ATM's such as, BNP Paribas but do charge 3% foreign transaction fees which is including the conversion rate from Euros to dollars. Does this make sense? Is there a better deal at another bank?

Almost any credit union will be better. No out-of-network fees, and at most, 1% foreign transaction fee. Capital One Bank, Charles Schwab are others.

I agree with Sam about the credit unions and also that Charles Schwab and Capital One 360 are the only ones I know that charge no foreign transaction fee AND no ATM withdrawal fees. Some other banks may offer lower foreign trans fees/or withdrawal fees to premium account holders. Personally I don't travel to Europe often enough to make changing banks just for that benefit worth it. Most of my foreign trips had me withdrawing less than $5000 from ATM's so my fees were not over a total of $150, which in the big picture of my travel expenses wasn't great enough to sweat over. On the one trip where I knew I would go way over that amount I did set up accounts at both Ally bank and Capital One to avoid the fees. These online accounts were easy to set up and transfer money into and then I had 2 debit cards to use without fees, but I never did any other banking with them - they were strictly for travel. Since then I think Ally bank has started a 1% fee.

I would find it annoying to have to find a partner bank to avoid Bank of America's additional fee. It's much more convenient to be able to stop at an ATM you encounter in the normal course of your sightseeing rather than having to make a special trip to a special ATM.

I believe TD Bank also has a no-fee ATM card, but I don't have an account there. I'm basing this comment on a recent mail solicitation I received. I use a credit union and Capital One.

Schwab. Any fees charged by others are refunded. Never had a problem at any Bank ATM in Europe.

I have had a Capital One 360 account for 15 years. Never charged me even a single penny in foreign exchange or other fees. Never had any problem using the debit card anywhere in the world to get cash from an ATM. I only use the debit card to get cash from an ATM. The no fee is for any ATM anywhere in the world, no partner bank machine to look for wasting time. Also, please note that the "360" designation is important as some other Capital One accounts do charge the fees.

Charles Schwab also has a no fee debit card. Others who have this account say it works very well.

Other banks waive the ATM charge if you are important enough to them. That is, you have lots of money in that bank. Like half a million or more.

Andrews Federal Credit Union in Maryland (no, you don't have to visit in person or live in Maryland). They offer both an ATM card with no foreign transaction fee + no per-use fee and a chip and PIN visa card with no foreign transaction fee. You do have to pay a one-time $5 fee to join the American Consumer Council for a year to be eligible to join the credit union.

Yes, I have an account with them, and there is no fee for certain levels of account, which includes the one I have. It's not a high amount, but I wouldn't advise using TD Bank as an alternative to a local credit union or Schwab or Cap One just to avoid fees. For one thing, I'm not sure how easy it is to set up an account with them if you don't have a branch in your area.

I use a BECU credit union debit card for ATM withdrawals - the fees are credited back to my account. My Wyndam/Barclays Visa card and my Citibank/Costco Visa card do not have foreign transaction fees.

I use TD (started back when they were still Commerce Bank), and have been pleased with them. Their Convenience Checking account requires a $100 minimum balance to avoid monthly fees; it charges $3 per foreign ATM withdrawal, but no other fees. Their Premier Checking account requires a $2500 minimum balance to avoid monthly fees; it charges nothing per foreign withdrawal.

I have no connection with them, except as a satisfied customer. If you have a branch near you, you can not only open an account, but walk out with a full working ATM card (they have a machine in each branch to make the cards). I don't know about banking with them if there is no nearby branch - Charles Schwab, which can be set up online, is easier in that case.
