Walking to top of Eiffel Tower?

I'm wondering if it's possible to walk all the way to the top of the Eiffel Tower, or just to the second floor, then take the elevator the rest of the way? I noticed that Rick Steves even suggests walking back down from the top?
Also, my husband and I will be there the very first week in Sept. this year, Sept. 1-6. I wonder what the weather will be like, if it will still be quite warm, or if it will start to cool at all by then.

It'd be a good trick. The public stairs to the very top were torn out in the early eighties or somewhere arond there.

Mr Steves probably ment humping down from the mid-level.

Future weather anywhere is always a guess except for a few days out. Any response to the contrary will be only anecdotal, climate-based, or historical.

In 2010 we were just allowed to walk to the second level. The elevator was mandatory for top access. That said the view from the second level was panoramic.

Both times we visited the tower (2010 and 2012) it was necessary to take the elevator from the second level to the top, but it was possible to either walk or take the elevator to the first or second level depending on which entrance you entered the tower from. The line for walking was MUCH shorter than the line for the elevator. In '10 we walked to the second level and didn't go any further (they were opening and closing the top due to windy conditions) so naturally on our second visit to Paris we had to go to the top. Again we walked to the second level but this time we took the elevator to the top. This was following an elevator mishap weeks before that had one of the elevators to the first and second levels closed. It is possible to buy a ticket for the first and second levels then a second ticket to get you to the top (things may have changed since '12).

I can agree with the statement that the view from the second level IS spectacular. I took two pictures of the Paris skyline following a shower (with a rainbow) and made them into a panorama that now hangs in my living room.

I can't speak for the weather at that time of year.
