Probably a silly question - but could you please let me know if a UK Passenger Locator Form is needed for transiting via Heathrow to Paris? We are travelling from the US with British Airways. I am getting conflicting information.
Any personal experience that you could please share?

if it's an airside transit the answer is no
When I connected through London on my way to the US from Warsaw, I had to fill out the passenger locator form. This was back in August though so maybe things have changed as the link provided clearly states you don’t need it. Worst case you can fill it out on your phone at the airport. It just takes a couple minutes.
We were transiting from Venice to Calgary via London Gatwick on November 22, and we completed the form, even though we thought we probably wouldn't need it. Turns out, not only were we asked for it when we boarded our flight to London, but the "connecting flights" passage was closed and everyone had to go through border control. So we did need it, after all.
YMMV, but it can't hurt to complete it, just in case.
