If you are inside the Eiffel Tower having dinner, can you see the twinkling lights?
You betcha. The sight is more impressive when the tower is viewed from a bit away from it where you can take it all in with your eyes. In the tower, you'll see the actual strobe lights going off and all the wires.
Edit- I seem to recall they go off for a minute or so on the hour after sunset.
Last time we were in Paris, we came out of the subway across the river from the Eiffel Tower at sunset.
All of a sudden, the strobe lights on the tower started up, and it was just an incredible sight. We remained in the area until it was very dark, and every once in a while the lights would start flashing.
Paris on a beautiful Summer night is simply glorious in its beauty.
One of my best memories of Paris is of being under the Eiffel Tower while it twinkled. It was magical.
We were there one time when they changed all the lights to red for Chinese New Year - it was pretty cool to see it lit up in red. There was quite a crowd gathered around to watch it come on.
