Heading to Paris later this year. Can I take my vape pen and cartridge?

You'd need to check the regulations for any other airports and countries you pass through on the way to and from Paris.

If you are talking about cannabis that would be a big no. Cannabis is illegal in France and it would be international transporting.

Trying to take cannabis or any other drugs across international borders could land you in serious trouble.
You may get away with traveling around the US with cannabis or THC vapes but in many countries including France it is illegal.
There's no gray area on this, IT IS ILLEGAL.
French law strictly prohibits the production, manufacturing, transportation, importation, exportation, storage, supply, distribution, purchase or use of: cannabis, and its plant and resin, as well as products that contain it or are produced from cannabis.
France has strict drug legislation, and violations can have serious legal consequences, including fines and imprisonment.
A law went into place in 2020 than made possession of small amouins of dugs subject to just fines so
if it you have less than 50grams you may be lucky and get away with a fine but it is still a criminal offence, and importing it into the country is a big risk that will very likley bring a bad end to your holiday.
You may well find places in France, Paris and particlularly Marseille where you can buy cannabis.
Many people do use cannabis but do so discreatly and not in the open. So there is the optoin to buy this illegally.
If you do wish to do this it would be safer than taking drugs into the country, but it is still illegal and not recommended.
