We are planning a vacation based in Avignon. We can take trains to both Arles and Isle-su-la Sorgue, but from there we want to go to other sites (such as Les Baux, Carrieres de Lumiere & Glanum and Roussillon & Gordes, respectively). In February, will taxi services be available for such trips, or are we better off hiring a driver? If the latter, is it better to hire in Avignon or Arles/Isle-sur-la Sorgue? Thanks.
Will there be taxis? Yes. Basically taxis in the country such as in Avignon are private drivers. Few operate as full time taxis. Expect to pay from 0.94€ to 1.32€ per kilometer plus 21.50€ per hour wait time.

I suppose you have a reason for not simply renting a car but it would be infinitely easier and significantly cheaper.
You could buy a tour to all those villages that would be covered in 4 or 8 hours
We bought the 4 hour one with guide at the Tourist information Center in Avignon for about 60 euros
