I understand there is a regional train strike going on since April. Any news as to when it could be settle? We are traveling for 20 days in September and are counting on using trains and local transportation only, so we are concerned about it!

How high is 'up' ?
OK, if you search "train strike France" on this site you can see how people have handled this in April, May and June. It makes traveling more difficult, yes, but not impossible. But no word on how long it will take to settle.
It isn't just regional trains (TER/RER). It includes TGV and, to a lesser degree, Eurostar. I don't know how Thalys has been faring.
My experience from last month is that things get pretty busy on the evening before a strike day - in Paris anyway.
This past weekend had strikes, but 4 out of 5 trains, or even more, ran in every category.
Strike dates are announced in advance and may affect somewhere between 20 and 80% of train departures, but never all the trains in one day. I would check the news media in August and also https://en.oui.sncf/train/strike.
