Not sure I'm doing the right thing posting this, as it isn't a question. But many people have asked about driving in and around Normandy on the 75th anniversary of D-day this year. The following is a link to an article showing the road closures and restricted areas on June 6th, 2019 only. Days before and after will be busy, but sans heads-of-states. So you should be able to drive most anywhere then.

My advice would be this. If you are staying inside the restricted zones, and are comfortable staying there all day on the 6th (or leaving there and not returning on the 6th), you should be all set. Just expect many road closures, and almost impossibility of getting to the "top" sights (i.e., the American Normandy Cemetery, Omaha Beach, Arromanches, etc.). If you are not in the restricted zones, and don't have a sticker, you won't get into that area on the 6th. Although technically these restrictions go from 6am to 11pm, in reality, they may lift restrictions early when the visiting dignitaries leave the area. But I'd just plan on visiting other areas of Normandy. The Utah Beach and Sainte-Mère-Église areas seem to be free from outright restrictions on driving. Just expect lots of crowds and traffic.
