When is the earliest I can reserve tickets to Notre Dame, Sainte Chapelle, Orsay, Eiffel Tower, Versailles, Louvre and Orangerie for a week in August?

I'd encourage you to go to each site's official ticketing page. I happen to have the Louvre bookmarked. Today the latest bookable date is April 30.
Do not be taken in by advertisements from 3rd party ticketing agencies that offer "skip the line" entry. EVERYone stands in the security line. If you are purchasing a timed entry ticket you do not stand in line for the ticket window but you may stand in line to get in during your time frame. It's not onerous.
Of the venues you list, the Eiffel Tower is probably the touchiest to book and you do need to be right on the minute when they open for your time frame.
