Many rail journeys to/from Strasbourg after Dec 9 are not available for purchase yet. This seems odd, as most fares--even "Prems" are released by now, as it is less than 69 days from now.
Can anyone explain to me why this is, and when these routes may open up?

Where are you traveling from? I like to use loco2.com, and they show tickets available from Paris to Strasbourg, if that's your starting point. Didn't check the "from".

After some exploring on LOCO2, I think I found an explanation:
"Winter train timetable changes 2017
The winter train timetable for 2017 launches on Sunday 10 December. The European train timetable usually changes on the second Sunday in June and the second Sunday in December. For several months before the change, while the timetable is revised and compiled, the booking horizon, which determines how far in advance you can book, is reduced.
This year's timetable amendment is expected to take on Sunday 10 December 2017.
If you search for trains on or after 10 December and don't get results, you will be invited to set a booking alert so that you are notified once booking opens. See Setting up or managing booking alerts for more information."
Robinsegg, correct. Timetables always change on the second Sunday in December. And the new times are often not available until late October or early November. Don't Panic, this is normal. Just wait until they appear.
The same date applies to most railway companies. Some railway companies fix their times for a whole year, some have a smaller timetable change in July.
