I am travelling to Paris for a 2 week stay later this month. I normally use taxis, but with the fuel shortages, I'm wondering if there is an Uber/ride share that is safe and reliable? Specifically a ride to and from the airport.

Can you explain why you feel the fuel shortages will have less of an impact on Uber than a taxi? I'm trying to understand the question. The most fuel efficient way to do this is by RER train.
Taxi rates are a set price into central Paris (about 55€). Uber rates are not. If you get caught in traffic, it could be very expensive. I would take a taxi from the official taxi line at the airport. To get back to the airport, arrange for a taxi in advance.

The fuel crisis is over, everything is back to normal. Typing this from the back of a taxi!
Rides to the airport are best booked the day before, since cabs are scarce in the morning - as has always been the case.
I was in Paris in June before the fuel crisis and getting a taxi was a nightmare. As was getting an Uber. Luckily I had allowed enough time to get to the train station via the metro.

It can happen, but I book G7 cabs on weekday mornings at least once per month and I have never had that happen to me. Anecdotal, I know, but I cannot say the same about Uber et al. who did stand me up many times. G7 reliability seems sufficient to me for travel purposes.
There are exceptions of course: race days, strike days and exceptionally rainy days can throw havoc.
The fuel shortage issue is almost totally resolved. As a visitor, you're not going to notice that there is even an issue.
