Guidebook suggests avoiding taxi to Paris in the morning due to traffic. Flight arrives 7:45 a.m. Assuming we leave airport around 9:15 a.m. for Gare St. Lazare, is that late enough to avoid worst of traffic? Taxi is appealing give flat rate and four persons in party.

Flat fees are in effect since 2017, so you qualify. No luggage fees.
50 EU to Right Bank from CDG, 55 EU to the Left Bank from CDG.
Taxis have the benefit of using the bus lanes to get into Paris, so it is measureably faster.
Taxis may have construction to deal with, so you'll have to deal with that.
Give the driver your address and the Postal Code.

Consider a new guide book.
A taxi for 4 people, from the official taxi line, is only 50€ to St Lazare. No need to tip the driver either.
