I am an adult traveling with 16 year olds to Paris this July, and am wondering what they need to present to gain free entrance to museums and attractions covered by the Paris Museum Pass (which I will have).
Will their passport and high school photo id card suffice or do they absolutely need the International Student ID Card?

No one cares if they are a student -- all people 17 and under get in free and a copy of the passport will suffice (or the passport itself of course). The kids will probably not be asked for ID when they enter the museum in your company but if they are older teens or look older, it is prudent to have the ID. My 14 year old was never asked, but a 16 year old might be, although they probably won't be.
FWIW they can also get half price day passes for transport on weekend days i.e sat and sunday -- it is like a Mobilis but half the price. These are called Tickets Jeune. Anyone 4-25 can get them.
