Ventimiglia to Nice is a 20 minute train ride, commuter train. Correction: more like 40 because it stops everywhere to pick up commuters. I haven't taken it for a few years.

You can get from Genoa to Nice in as little as 3 hours. According to Rome2rio and Trenitalia, there're even options without a train change. The price seems quite low. Take a look at these websites with your travel dates and times for more specifics.
