My wife and I will be traveling on the Paris & Heart of France tour next month. Has anyone had problems this year using their standard magnetic stripe debit card getting cash at an ATM or is the newer chip-and-pin card required?

I was in France in June and used my mag stripe card at ATMs, no problem.
ATMs all still accept magnetic strip cards. That won't be changing anytime soon.

Thank you for taking the time to respond to my question. Your feedback assuages my concerns about needing a chip and pin card.
I just checked with Citi about an annual fee on my credit card with a chip. I was told that there is no fee for this card.
We have been here for two weeks and have had no problems with the card- you may just need to get print out and sign.
Have used debit cards at ATMs, no issues.
The only problem we had was in automated systems with the credit card but ATM worked or we used a "manned" booth.

You do not need a chip-and-PIN card to use a European ATM — your
standard magnetic stripe card will work fine.
Chip and PIN only seems to be an issue with automated ticketing machines.
And remember the standard advice to use only legit ATMs at real banks during business hours. In case it decides to eat your card, which can happen to anyone at any time.
I'm intrigued that others report no problems. We were on a RS Paris tour at the end of April and saw only two ATM machines that could take our U.S. card. The raised lettering makes it too thick to fit in the slot on most ATMs in Paris. There is a PNB Paribas near the American University not far from the Rue Cler hotel used by the tour that had two ATMs side by side, one with the thinner slot for the chip-and-pin cards and one for the thick cards with raised numbers. Using the card in shops and restaurants wasn't a problem, but using it to get cash required planning since most ATMs were unavailable to us.
And I am intrigued by the above post, as we were in France in April and had no problems with either our CapOne or our Schwab cards, both of which have raised lettering.

I arrived in CDG at 11:30 on a Saturday. After a very quick pass through customs, I headed for the RER (train) station to travel into central Paris. The lines at the ticket counters (all of them) approached 20 people. The lines at the ticket kiosks were non-existent. In fewer than 5 minutes, I had 2 tickets on the RER and a carnet of Metro/Bus tickets, and the purchases were explained thoroughly in English. This was only possible with a chip card (no PIN number was ever required or asked for). Every restaurant that accepts credit cards is set up for the chip cards. If you prefer stumbling along in faltering French (I am a commando French speaker, which means I understand how to get myself into trouble and halfway out using my relative lack of linguistic skills) as you try to explain something to a bored functionary seated in a cage, then by all means continue to use a mag stripe card. I LOVED the ease and convenience of the chip card on my last trip, and now Target stores (Remember that huge data leak from 2 years ago? That is virtually eliminated by the chip cards.) and my local DMV have upgraded to chip card readers. Stop by your bank, request the new chip card, and enjoy the convenience without anxiety all across France and the rest of Europe. You'll have a shiny new card in days. wbf

Was in Nice and Amsterdam last April for ten days. Used my magnetic strip credit & debit cards over 40 times for purchases. Not one merchant refused my cards nor was anyone confused by it or had to be educated on how to swipe it. In my experience the magnetic strip is a complete non-issue and didn't hold-up my travels in any way shape for form.
I used my mag stripe card in June without issue. Occasionally a ticket machine wouldn't accept it, but I'd just move to the next and usually be fine.
Never had an issue anywhere in Europe at an ATM.
Interestingly, my visa (Chase) was just replaced with a chip and signature card which I haven't used in Europe yet (next month will be my first go). But, I've travelled to Europe over the last decade with mag stripe cards every year without issue.
You should be fine.
