My husband is a smoker and we need a hotel room in Paris that allows smoking in the room. It will be the heart of winter so he doesn't want to go outside the room at night to smoke. This isn't turning out to be easy. I've looked for rooms with balconies or a terrace but am having difficulties getting any hotel to guarantee a balcony, even if we'll pay the higher room rate for it. This is non negotiable for him as he's not a traveler and this will help his comfort level. I'd like to be the Eiffel Tower / Rue Cler area. Any hotel or accommodation recommendations?
Just so you're aware... Paris is usually cool and damp, but not exceptionally cold in the winter. Barring some freak conditions, temperatures should be well above freezing.
The number of hotels that allow smoking in your room is becoming exceedingly small, due to the fire risk and the fact that the residual tobacco stink is going to cost the hotel in it's all important on-line reviews. What I have seen in some of the more expensive hotels in other cities that might serve as a compromise are outdoor rooftop smoking lounges, usually provided with warming lamps in the colder months. This might be the best you can manage. But finding a room that flat-out allows smoking in the rooms? Not likely. Your husband's just going to have to compromise, or else give up the habit.
An alternative to a hotel room could be an apartment. Most don't allow smoking, but some do. I always pass on places that allow smoking, so I can't offer anything specific. Check VRBO, Homeaway and Airbnb. There are many other agencies in Paris that handle apartment rentals that I haven't used. Vacation in Paris gets good reviews.
I just googled "Paris hotels for smokers" and a lot of suggestions came up.

Thank you Alex and Andrea, both very helpful suggestions. The places listed on Google were not rated very well but Vivienne looks nice and some of the apartments do say smoking is allowed, so thanks for the guidance. Much appreciated.
I don't know of hotels in the Eiffel Tower/Rue Cler area that permit smoking in rooms but you may want to check the Novotel chain. I believe that they have "smoking" rooms. I think that there is a Novotel that purports to be near the Eiffel Tower. I mention the Novotel because a non-smoking friend complained about getting a smoking room at one of their locations. Also, look at K&K Hotel Cayre. I have not stayed there but I looked at it when I helped my sister-in-law who smokes find a hotel in Paris. She liked it and was going to book it but ended up giving up on the smoking room in favor of a Citadines so we have no personal experience with the place.
Edit: I forgot to add that in our search for a smoker friendly hotel, I came across a website called http://www.smokers-united.com/. The site lists hotels in Paris that are what it calls smoker friendly and it also lists hotels that are 100% non-smoking.
