Can I buy a Sim Card at CDG. Also where in Paris around the 4th will I be able to buy one.

You can go to Chatelet Les Halles, a big train station/shopping mall in Paris (direct RER line from CDG). In 2012, there were two Orange stores in Les Halles. The one on floor -4 (which you pass first coming from RER) is larger than the one on floor -3, and had an English speaking agent who knew all about SIM cards and the Internet Max plan.
You can buy SIM cards at the Relay convenience stores at CDG. When I did it, I just pulled a package off the shelf and paid for it, plus some credit. However, I am not technically challenged, and in addition, the clerk spoke English and was helpful. If I were you, I'd wait until I got to a mobile phone shop--where almost everyone will be able to speak English. You can ask the clerk to help you insert the SIM card, figure out how to top up, and even ask him/her to switch the voice prompts to English (depending on the provider).
