If your mobile phone is unlocked, you may purchase a French SIM for as little as 5 to 10 euros from any tabac, Relay store, or at any of the boutiques of Orange, FREE, Bouygues, or SFR.

Worked great for me; make sure you turn off the power to the phone before removing and inserting the SIM card. It booted up when I turned the phone on after landing. Easy peasy.

make sure your phone is unlocked, also since you mentioned Verizon be aware that their phones work on a different system than the rest of the world's phones (CDMA vs. GSM, if you want to be technical) so depending on your phone's brand and age, it may not work so well in Europa. you might want or need to buy a quad-band GSM unlocked phone on Amazon beforehand, or a burner phone when you get there. Or use Whatsapp on wifi.
