Short-term rentals outside of Paris

Without getting into a value judgement one way or the other about AirBnB and other similar sites, can anyone confirm that the official controversy and registration rules in Paris are confined to Paris and not applicable elsewhere?

Specific Paris rules ... YES
but other large cities may have their own set of rules. I think Nice has rules but the listings on Airbnb or Airbnb itself already complies to their rules so as a tourist you need not worry about them (at least my understanding)

In general for other parts of France you can use Airbnb without worry of their being a registration number which I think is your main question, that only applies to Paris.
For Paris, look for rentals with a registration number listed and you are good.

Nationwide, the regulations apply to cities with a population of more than 200,000 (not sure that number is right). Each covered city then sets its own city-specific regulations. https://www.morningcroissant.com/help/what-are-the-regulations-for-short-term-rentals-in-france-114 has a pretty good description of the regulations. The site I linked to is aimed at the person thinking of renting out space but it provides information that is useful to the potential renter.

Short term rules apply to any city with a population of 200,000 (the exception is that all communities around Paris are also included) but the law ALUR allows for some flexibility as determined by the city.

For example, in Nice, an owner may receive an exemption for up to 3 apartments allowing him to rent them short term with no annual limitation. In Paris, an owner must convert commercial space to long term. residential usage at the ratio of 100 square meters of new residential space for every 50 square meters he converts to short term rental. The effect is that there are very few, approximately 150, legal short term rentals operating full time in Paris.

Due to a rather serious shortage of housing, Paris has aggressively implemented restrictions to vacation rentals, an effort that you will not find elsewhere in France.

I don't know what all you want. I would recommend you visit 'gites de france'. This is a french site. It is a bit clunky, but has many rental options and prices from "I can't believe it is so inexpensive" to "I can't believe it is so expensive."

We have rented using this site over and over. Careful selection is important. 3 Wheat sheaves fits what we want. Typically that would include wifi and a washing machine.
