Looking for a decent hotel that's in a safe location in Paris with airport shuttle
Bill, virtually all of Central Paris is "safe". Have a look at a guide or on this site and pick an area that interests you and post here, lots of great hotels in Paris.

You won't find any free shuttle services to hotels in Paris, but a taxi is a fixed price 50 EUR to anywhere on the Right Bank (north of the Seine) or 55 EUR to the Left Bank (south of the river). Another option would be a couple of hotels close to the drop-off of the Roissybus next to the Garnier Opera House.
What is it that makes a hotel “decent” in your opinion? Price? Location? Amenities? Proximity to transportation?

As well as Roissybus, look for hotels near to a destination served by Le Bus Direct (high-quality limited stop bus). As others have said hardly anywhere in central Paris will be "unsafe".
Wouldn't book an airport shuttle, because there are problems with parking at the airport and you might be frustrated.
RoissyBus stops in the 14th arrondissement, and also in the Opera district in the 9th district.
The "star system" is different in Paris. A 2-star hotel may be better because it has an elevator, or a breakfast room, for example.
If you could give your budget in euros, as well as how many are staying, it would help.
