99 Rue Saint Lazare. Just one wondering if anyone can give me insight as to the neighborhood.We liked that it was a good area to walk from between montemart, the louvre.The eiffel tower et cetera.

Have you looked on Google Maps Street View?. That area of the street appears to be a run of the mill shopping street with shops, cafés and brasserie at street level and apartments above. a Metro close by, as well as the Gare Haussmann Saint Lazare, so I'd expect busy pedestrian traffic until late evening..
This is a very busy, very commercial area. It's well-connected by public transportation, very close to the big department stores, too. Just be sure your bedroom is on the courtyard side or has double or triple-pane glass windows. If it's for summer and you need to open the windows, you do not want rooms opening onto the busy street, but onto the courtyard. It's very centrally located.

I am all for walking in Paris, but, I think it is nuts to think you would choose to walk from that location to the sites you listed. Metro is your friend...study it, use it to get around...and you will still get in plenty of walking.
The title of your post seems to be asking if this is a "safe" neighborhood. Well, I am not a big fan of that area for lodging - very loud, congested - is it safe? I suppose it is safe enough, but you can do a lot better in terms of a nicer, and safer, neighborhood.

Near the Musée de Luxembourg is a wonderful area. Again be careful about the placement of the bedroom to avoid street noise.

Yes, much nicer, and in general, a safer area, too.
Agree with JoJoRabbit. Luxembourg garden area is nicer for pedestrians.
