Do you know of a Rick Steves Restaurant or can recommend a nice French restaurant that is reasonably priced with ambiance on a nice side street for dinner. I love Steak Tartar. I'm also considering doing a Rue Cler progressive meal.

La Petit Cler may meet your requirements. The food was pretty good and I’m pretty sure they have what you want.
As for a progressive dinner. This is not something that’s done a lot in Paris just so you know. Restaurants probably aren’t going to be very happy if you sit down and take up a table and only order dessert or appetizer. I’m not saying you shouldn’t do it just understand they may not be pleased and you’ll probably sense it.
