Is there a tour boat like the Bateaux Mouche in Paris or a boat for hire that can cruise the Seine out of Rouen for an hour or two?

You can look at this company. I haven't done it so can't recommend it but it may be what you're looking for. I think they do both short (1-1/2 hr) and longer (all day) cruises.

The river on either side of Rouen is industrial for miles, so I don't think that a cruise for an hour or two is worthwhile... The river only starts to be interesting in La Bouille, going downstream.
