My son plans to propose to his girlfriend at the grassy park by the Eiffel Tower in May. Based on other posts, I hope this park is still available and definitely hope they won't encounter rats!

I would go to Trocadero to be safe.
Maybe top of the Arc de Triompe? Offers a nice view of the Champs Elysees and the Eiffel Tower. One of the best views of Paris at night. At least in my humble opinion. Depending on the hour it can be fairly uncrowded and offers some privacy. Have a place in mind nearby for a celebratory drink or champagne afterwards.
I second Trocadéro.
This is the palace on the opposite side of the Seine to the tower, from which the famous photos of people with the Eiffel tower in the background are taken. I'm sure you've seen some photos from that location.

Trocadéro is perfect. As Chris said, photo of ET in background will be amazing.
There's a lot of construction in Trocadero right now and rehabilitation of the grass in the Champs de Mars. Perhaps it will be completed by May but IMO neither is particularly picturesque right now
Why not pop the question in a small bistro or brasserie over dinner or dessert? Candlelight, wine, great food.....At least there he wouldn't have to be obtrusive about carrying a bottle of champagne around before proposing. The added advantage is that the bistro staff and customers will be witnesses to that romantic moment. Just sayin'
Bob, If you do the Bustronome night tour, they make a night stop at Trocadero with an EXCELLENT view of the Eiffel Tower right before your dessert course. At that point, people get out of the bus to take pictures. That would be the perfect point to pop the question.Plus there would be people to take your picture.
You could inform the servers before hand and they could celebrate after you get back on the bus.
The Montparnasse Tower is ugly, but the view from the top at night, with the Eiffel Tower and all of Paris lit up down below strikes me as mighty romantic.
Plus I've heard rats are afraid of heights, so ...
The Tour d’Argent restaurant has an amazing view unlike the Ritz which has no view... expensive like the Ritz though.
