We would like to see Normandy as well as the wine region... can you recommend a river boat cruise line that would offer these choices?
The Seine cruise don't go through wine country, which is to the south of Paris for the most part except for Champagne to the east.
For visiting wine country, I'd take a train to Dijon and take a full day small group van tour that includes stops at several wineries for tastings.
There are many canal cruises that wend their way through Burgundy. Here is a link to many of them:

Viking does a river cruise in,Normandy, Bordeaux and Provence(all separate). The Bordeaux one I know does wine tasting, I think the one in Provence does as well, but double check. I've done one Viking cruise, the Rhine trip, and if you are looking to do a river cruise, Viking does a nice job.
Here is a link to another company, Priscilla, that does cruises on the Seine. It is quite a bit over my price point, but they sound delightful. I have taken my own boat up the Seine from Honfleur to Paris many years ago, and the scenery at some points is spectacular. I do prefer the rivers and canals in other parts of France to the Seine, but doing your own or a chartered self-drive boat is quite a different kettle of fish from the catered luxury offered by the big catered boats. L LOT chesper, too.
